There is not a separate process queue for signups as far as I know, so you can't say that they run at certain intervals, and not with a certain number at a time. Account creations would however probably have a higher priority then for instance terminations, but lower then suspensions.

If you had the same problem last week, the question is why didn't you take steps to ensure it wouldn't repeat itself. In any case, the suspension would be permanent, looks like it was done by our CEO, don't think anyone's gonna overrule that, which means there was likely more then just a couple...
