yes, since you will have the same IP when the domain kicks in it'll still work using IP to get to your account (I'm assuming you mean: ***.***.***.***/~cpanelname). However you probably won't need to wait two days for that, most cases it is operational within a few hours of configuration.

if you can view them in phpmyadmin but not access them with the site that'd suggest that the Joomla config is wrong. Have you verified that Joomla has localhost set as database host in the configuration file?
