-over 35 templates for wordpress ,joomla,and drupal with resell rights.

Virtual credit cards, ie prepaid credit cards, do exist. http://en.wikipedia.org/wiki/Credit_card#Prepaid_.22credit.22_cards

Even paypal offers virtual credit cards now.

Its to verify a payapl account for a foreigner.Its against paypal rules.Paypal does not let some countries citizens have accounts or verify accounts.Yes its a scam
