Perhaps its a better idea to just delete my account and create a new one?? I am really confused by all this, the forum login works but not my cPanel??

forum and account panel login are same BUT the cpanel login can be different. And If you are inactive then your hosting account (Cpanel) will be suspended and then if you don't clain in time terminated.

The forum login remains there forever.

You can create a new hosting account at any time. Please use the same forum account and do not create a new one when it asks you. Step 4, I believe.

the account usenotes were terminated on October 22nd after being in a suspended state for more then 10 days.

You should be able to create a new hosting account and link it to your current forum account. A few steps into the sign-up for a hosting account you are asked for details of an existing forum account.
