As has been pointed out many times in this forum, by the very able moderators, when abuse by site users from any country becomes excessive, a country is blocked. It is not very cost effective to have to spend massive resources on a free service, seeking out the abusers. Quite often the abusesrs violate U. S. law and x10 being a U. S. company must abide by U. S. law. It seems harsh but to be fair to the many other users that try to abide by the TOS, it becomes a necessity

its ok to block country's. don't accept new registrations (fresh signup's) but those who already have accout on x10hosting their domain account have been deleted by inactivity or by violating ToS. then atleast give them access give permission to create a new domain.

THINK DIFFERENTLY

Why should we allow users that did violate ToS to create a new hosting (domain)?
There's no easy way to check why an account was actually removed, in other words, what caused a suspension that lead to termination in the first place. So it's not really doable to allow previous users to get a new domain as that would allow abusers to get back and abuse again.

then you should give 2 warnings to them.
don't give 3rd warning to the xyz user but in place of it delete user account also of the user by which it will be not able to register with new domain in future neither he will find his account or unable to logon on x10Hosting. by doing this type like Abuse, Violating ToS, harassment etc will decrease...& user will stay in it's LIMIT.
