Not bad for a first attempt, having seen far worse up for review here and elsewhere. One day you will look back on this and cringe as I do when I revisit the older sections of my own porttfolio.
As you have no doubt discovered, designing and building a web page is not quite as simple as it first appears but you are half way there but needs some artistic polish and coding tricks(optional).

It's a classic first timers mistake many fall victim to it when using some of the simpler / cheaper web site building tools so don't feel bad.
The menu has redundant elements that do not need repeating, we gather that your into programming.
Plus 'Programming' is a long word and this can play havoc with horizontal menus, especially when the page CSS is designed to be fluid and stretch to fit.
So try this instead...
