According to a quick Google search a Moose runs at around 35 mp/h or about 56 km/h
A horse typically runs at 30 mph, about 48 km/h but a thoroughbred can hit 35 and a race horse 40. I am guessing cops ride thoroughbred or close so a moose could probably out run it. It would depend on endurance I think.
I have never seen anyone ride a moose though I'd be willing to try it.
A loose moose wouldn't be fun. ;P
I haven't seen anyone ride a moose either, but I guess no one's stupid enough, I heard a moose can be very aggressive if someone comes too close to it
