My account was suspended on July 18th and now I don't even have the option to unsuspend? Is my website really gone? my website was at http://www.cceulsterag.x10.mx/wp/.

Yes, if your account was suspended and then suspended for a certain period of time, the files are permanently terminated.
As per our Terms of Service, it is not x10Hosting's responsibility to take backups of users' sites.

The account was terminated on July 27th after having been suspended for 14 days, the suspension was for inactivity.
During the 14 days period you would have been able to unsuspend your account, and you should have gotten an email notice when the suspension was placed on your account informing about the suspension.
I see you created a new account today, to avoid this happening to the new account remember to login to your account portal at least once every 30 days, if you do not do that the account would get suspended as being inactive.
