I see that your contact form also uses a separate php file that you've commanded it to send the message in your contact form code. Have you checked your code in that separate php file? I don't see how these txt files are being created unless you've told it to.

The files are lost and your account is broken. You'll have to delete your account, make a new one, and then reupload your site. As the thread you posted said, you can get your database out of the cPanel before you delete and recreate.

69.175.122.178 is the correct IP you need for an A record. 99.198.122.2 is not the correct IP for A record because it's an IP to a nameserver. As for a CName record, you could try whatever you want. If you just do an A record, then use the correct IP I gave you above.
