At this time, your account is not suspended and it's not saying it's suspended. Instead, there is a 500 internal server error. Please check that your files have permissions of 644 and the folders have permissions of 755. Also check your .htaccess file.

It depends on what kind of script you make your site with. There are tons of open source cms, blogging, and forum scripts that do exactly what you are asking about.

The account you are logging into doesn't have a hosting account, so there is no cPanel to log into. Are you sure you are logging in with the correct email address? If so, just follow the links there to create your hosting account.
