What is the error its giving? if its a 500 server error, log into cPanel, locate the logs section, and check the server logs to see whats going on.

2 things, first, in cPanel on the left bar, at the bottom there is a status link, click it to verify MySQL is running, then reply in the ticket asking them to confirm the error, or send it to an admin to check it out

Yes, open a ticket. Chances are: 1) Something has gone wrong 2) Your site has been attacked, causing all of the bandwidth to be used 3) Your hosting files, which you should not be.

Yes, due to security issues, it has been disabled for the freehosting servers. You should look into a vps package if you must have it.
