You could try disabling all plugins, and even try executing smaller MySQL queries, if you're quite familiar with a MySQL dump you could break the import and re-insert back up into smaller pieces.

I'm thinking it may be related to a setting that dreamweaver is using for its FTP connection. Maybe some sort of simultaneous connections. If there is anything relating to use multiple connections with it, try disabling that. Also try enabling Passive FTP if it has that option.

You're welcome. The browser will cache any pages it's told to. The default sys webpage gets cached. If you ever see that page, make sure you try clear your cache and flush dns before trying to reload the page again.
