Which forum account name are you using to log into the Account Panel? What it looks like you have done is created an entirely new User Account with no hosting what so ever. In order to see a link to cPanel, you'd need to log in with your old account as that has a Hosting account tied to it.

Your FTP address is your site's address. If needed, adding ftp:// to the front of it should also bring you to FTP. Starka seems to be under unusually high load at the moment. Been like that for the better part of the day, and Staff are aware of it.
