What's the cpanel username? It's not linked to your current forum account, which may explain why it's thinking it's inactive.

There's two indexes on your account, index.html, and Index.html (note the capital I). Rename the one with the lowercase i to index.html.old, and rename Index.html (capital I) to index.html, and the problem should go away. Linux is case sensitive, windows is not; that's the major cause here...

How many records are there in the one that's 3mb? Cause about all I can think of is to break it up; does phpmyadmin have a way to specify what records to back up? Like "all between 1 and 10,000" so it doesn't run as long? I haven't actually used phpmyadmin in a whiiile, not sure if it has that.
