Yes, shoutbox should be fine to use in SMF. If you find that the server runs much slower (which it probably wouldn't - just because of one more account using a shoutbox), you should remove it.

It looks like your account has been terminated for having three things that you agreed to not have on your site when you signed up. You had warez, adult and other illegal content. If you would take a good look at the Terms of Service before you try signing up again, that would probably increase...
