The path to Python I believe is /usr/bin/python. I don't know for sure, but if that doesn't work, /usr/bin/env python should find the Python path for you automatically. shell_exec and is_file functions I'm sure are both disabled for security reasons.

With many LiveCDs if you have the RAM, if you install ClamAV to the Live CD and then do a "freshclam" to make sure it has the latest definitions, you can use that to scan disks. Otherwise, I'm not aware of any scanners capable of checking ext4 file systems from a bootable disk.
