Have you assigned the database to a user? If so, Have you set the permissions correctly? This can be done from inside cPanel.

You can use the file manager in cPanel or you can use a FTP Client, like FileZilla

We are currently running scripts on all of the servers that are deleting "dead" accounts, This is most likely the reason for high server loads.

What's your cPanel name?

It's already been deleted, You can always relink your forum account.

If other scripts are uploading it doesn't have to do with our PHP Configuration... I would suggest checking your folder permissions.
