    That is very discordant colour scheming you have there. I would recommend toning down the yellow at least. You could also do with some more actual content. However, it all really depends upon the criteria for the course, if this surpasses the criteria then you're fine to keep it as is.

    If your site needs 100% uptime, do not expect that form free hosting. As to your backups, once you have the main install backup up once, you should only need to backup the database and forum uploads files in subsequent backups.

    Not a particularly difficult thing to remove. Just needs to make sure it is only trying to do one thing at once, so you disable one once the other starts.

    It doesn't look like an intentional effect to me, it looks more like two fades are overlapping with one another; so one is trying to fade the image up while the other is trying to fade it down, hence the flickering effect. If you let it finish fading up, then remove the mouse it will not occur...
