Are you saying you didn't upload a proxy? And your time-frame is way off, the account was suspended 13 hours 10 minutes and 51 seconds after creation for uploading a proxy onto the account. If you wish to dispute this of course I can go and see what's actually on the account.

There should be a Swap Username command inside the account panel, either on the current username or on propctuner; use that to change the vBulletin name linked to the account :)
