You probably named the problem when you said public wifi. Public wifi hotspots are notorious for abuse. Try logging on from home.

The url you supplied is the url to the c-panel login. You must login here to get access to your c-panel. If you do things properly you will find x10 is not crap.

You can set up your desktop to run conventionally and not have to use the apps. I have not figured out how the apps are beneficial for my use.
