No, this does not purely apply to dedicated galleries. If you use lots of photos or videos in your website, they would contribute to this limit. 1,024MB should definitely be enough for images that you upload to your WordPress blog, however, and I don't really see you going over this limit. :)

You will need to upload the HTML file to your public_html folder, using either cPanel File Manager or FTP. I should also advise that you should ensure you own the necessary rights (copyright-wise) to the source code you "cut and paste[d]" before uploading it.
