when you go to the IP alone the server would have no idea which site to show as there's a few thousands to chose from. However, something that MAY work is http://69.175.122.178/~yourcpanelnamehere (no guarantee, it has not worked when I tested previously for free hosting)

You posted the requirements, which means hopefully you also read them... Your account does not meet all of them, it needs to meet ALL before it is eligible for an upgrade to unmetered space

Took a look on your account, and the ONLY reason you are exceeding the limit is you you have an error_log in your /blog/ folder that is 1.66Gb big. I removed that file for you. Due to this I'd have to say you don't meet all the requirements, your account is not currently using more then 500MB...

Accounts that remain in a suspended state for more then 14 days are terminated as being inactive. This is very clear in the ToS. If you provide your cPanel name we can check if this is indeed what happened or if it is something else gone wrong.

You should now be able to use the swap option to set this forum account to be linked with your hosting account. The mismatch was actually that the clients account for this forum account, and the stored email address in vBulletin database didn't match up, they do now.
