We do block several countries from signing up, due to past history of abusing the service. Those same countries are blocked from actually log into cPanel and ftp, there's no way to bypass that.

Each individual is only allowed to have one FREE hosting account. As a result of that rule above, you can not attach two hosting accounts to the same forum/client account, which basically is what you want judging from your last reply.
