Your database is most likely still there, the problem is that the connection to the mySQL server does fail, and as a result of this cPanel does not see it, nor can the scripts you have connect to the database.

commands, such as unsuspension requests, are processed in the order they are added to a system queue. During upgrades that queue was halted temporarily, which means it has some catching up to do, but the system will eventually get to your request and process that as well.
