The accounts are moved in two steps. Settings and pure account data first. The files and folders come after. We do not want Cossacks disk drive to give in before we have moved all accounts, so we are doing what we can to ensure safe transfers, although that does make the process rather slow.

The initial suspension was manual, which means a staff member saw the file, you have even admitted to it being there initially. Only reason your account ever had a few minutes window where it wasn't suspended before another staff member placed it back into suspension was a system glitch...
