Cancel your sign up attempt and then (while still logged into your account panel) try to sign up again. Keep the password within 1 to 16 characters in length.

There's nothing in public_html that would have affected your ftp if they are deleted unless you are using Frontpage extensions. If you weren't using Frontpage, then please post back here with any errors you encounter while trying to use ftp.
