I would suggest removing the files and ftp them to your "public_html" folder. When i click to view image of an image that isn't showing it gives me a 404. That tells me it can not find the file. I looked at the code from your index.htm and it should work.
If it's a 404 error you would need to change the urls or where the file is located. Setting it up on your pc and then setting it up on a website are different. You will need to modify the files to suit the websites file locations.
Can you send me a private message with your IP? I will check it against the firewall and make sure you are not blocked from the server.
Can you log into cPanel? If so then your IP is not blocked.
I would suggest flushing your dns and browsers cache. Try using this url as well to log into your cPanel. http://cossacks.x10hosting.com:2082
I have no issues reaching your site or cPanel.
When i went to review the site. The plugin it is wanting to install is an unknown plugin. So more than likely it won't play. I would suggest copying the embed url from youtube.
As i mentioned in another post. If you have to many connections attempting to connect to the ftp it will temp ban your IP. I would limit the connections (via your ftp client) to 5. More than that connecting will temp ban your IP.
Just add "Forums" to the box. It will automatically save in home/CPANELNAME/public_html/forums. You will then have a folder named "forums" in your public_html folder.
This is usually the case when you have to many connections via FTP. I would suggest limiting the connections to 5 or so. What happens is when you have to many connections going the server temp bans your IP. This usually lasts 15-30 minutes.
