I see nothing on Chrome, Iron, Firefox, Safari (Windows) or IE.11. And when I look at the source for the page, there is nothing that would cause ads or popups. I think the problem is either your computer/browser or your ISP.

x10hosting does not insert ads into your pages. Do you have a URL where you see the adds we can look at?

One php.ini per server. Can you imagine 1000's of users editing php.ini, unsupervised. No free hosting service (and probably no shared hosting service) allows editing of php.ini for very good reasons. Security and performance and stability are but three.
