Well, something has to be going on. You are hitting the datacenter that this site is hosted in (Softlayer via Dallas, TX) but you are not hitting the server, so DNS is automatically out of the question, as well as Roadrunner's routing/peering being out of the question as well. Trace routes help...

All depends on what your TV supports. If it does DVI or VGA, great! You're all set to go and it should be able to act as a second monitor. If it uses S-Video, don't expect the picture to look so clear with a high resolution but it will work (but only view the first monitor).
