It is a violation of their Terms and Condition / Acceptable Use Policy. You need to host your bigger files for distribution on any file hosting you prefer. x10hosting space is for the site to work properly.

did you check your webspace, upload limit on php. Chech this tutorial on Hostinger.

As you say this is already an old thread and mention that your solution it just for a temporary fix. But as of Drupal 8.7.8 these temporary fix is not needed in my case (Drupal Core Downloaded from the site, not using the auto-install script).
