I think he means go into cpanel, and select Assign User To Database and re-assign the user to the database with all privs. This has worked in the past when permissions got lost for some reason.

When the mysql server either fails or loses connection, cpanel can't see that you actually have databases created. Once mysql comes back, all the databases/data are still intact - it's just the bridge between the two that collapsed, so cpanel had no idea what was on mysql for you :)

Looks like it glitched and was saying you were suspended when you weren't supposed to be; I told it to unsuspend and it fixed the issue though.
