You will need to login to DA, navigate to "Account Manager" -> "Domain Setup". Click on the domain in question and make sure "Secure SSL" is enabled by a checkmark. Once you done that for your domain you should have the option to install one by clicking on SSL Certificates.

The error code indicates you are on a corporate network rather then a residential, make sure you are not logged onto any VPN/Proxy service and try again.

WinSCP does have the option to use SFTP (which means it uses SSH protocol). The IP block was not caused by the accidental use of VPN, it was caused because an attempt was done to login via SSH protocol, likely by utilizing the SFTP option in WinSCP
