503 error does translate to Service Unavailable, so it could be the server just isn't ready to serve the sites yet. We expect a full recovery of the service, x14 is unfortunately still not fully done (x12 is also being worked on). It is possible that a simple html file will load, as those does...

The public_html folder was in the wrong location (it needs to be /domains/DOMAIN/public_html), I copied the folder to that location and it appears your site currently works.

The DNS issues should be sorted, anyone that created an account the last few days and have a domain that gives an error about not resolving should begin to resolve properly fairly soon, if it is not already doing so.
