We'd need the most recent error code, they all correspond to a specific answer. Most common however is the country you being in having been added to blocked countries, or use of a VPN/Proxy at login.

Michaelw1 failed to mention the other requirements for diskspace upgrade: A working site (or at least one that has been started on, which ToS also requires that you have within 7 days of signup), and using at least 75 % of the previously allotted space. You do not meet all of these requirements

At this time this will be denied, the podcast files are all over 10 mb off size and as per ToS any files larger then 10mb are subject to automated deletion. With these files taken out you would not meet the requirement. From ToS:
