You'd have to do that at the domain registrar where you bought the domain. If you rather refer to hosting the domain under another account with us, just remove it from parked/addon/main domain (whichever suits) and the other party should be able to add it to their account.

If the chat script is part of an otherwise functional site, they are allowed. If all you have is a chat script, it may fall under script hosting.

The only way your account is getting unsuspended is if you provide a valid license number for the vBulletin in your account. If you do not have that, it means that your install is made with an illegal, nulled, version of vBulletin and the account will then remain suspended until terminated.
