    moz-opacity is a mozilla proprietary. filter is supported by most modern day browsers, however, it is not a CSS standard. So, to be WC3 compliant, you would use neither. CSS3 is supposed to make this possible.

    wow. that is weird. this line makes me think there is a problem that is not on your end: You don't have permission to access / on this server. For some reason, it looks like something is trying to access the root directory of the server. It should be looking for /home/{yourname}/public_html/...
