Should be sorted now, there was a server side issue with authentication for user created ftp accounts. There may however be further disruptions due to server work. Logging in with your cPanel username and password should however work even if the user created ftp account fails.

If you can't sign up using the form, there's currently no way to get a free hosting account. Premium does not have this restriction. The block may be lifted at some point, but there's no plans to do so in a foreseeable future.
