No it's not automatically the same, you can set them to be different during sign-up. Also you can at any point chose to change your sub domain, but your cPanel name will stay the same.

There's no hosting accounts with those names. Forum accounts are never deleted, during the sign-up for a hosting you have the option to enter user name and password of an existing forum account.

I spoke to an admin, apparently that error message comes from trying to create a new forum account with the same e-mail as the one you use now have. When asked about forum account, just enter the user name and password of the current one.
