cPanel likely hasn't updated the quotas which reflect both the current disk usage and the current mysql usage; if it's actually still able to select the database and get the information from it without a problem, this is something that can be safely ignored.

You're currently short on the disk requirement; once your account is over 500mb in use (you're not even at 100mb yet), you can request the upgrade. Near as I can tell you meet all the other requirements.
