It seems you renamed the folder instead of creating a new one. I renamed it back. The defaultwebpage.cgi page should resolve its self though I am not 100% sure.

The resource limits are just fine for 99.9% of the sites we host. What plugins do you have on wordpress. Some are very resource intensive and may trigger a suspension. Generally SEO and Cache plugins.

You were suspended for not having a licence for IPB. If you can show a licence, then you can be unsuspended. Otherwise you won't be allowed access to the account. This includes uploading a redirect.
