If you already created the database, go to cPanel->MySQL Databases to Add New User and then Add User To Database. Finally don’t forget to give this user the appropriate privileges. If you want to start from scratch, use cPanel->MySQL Database Wizard through all the steps.

Great news! My two cents: I would like to suggest sticking to the expression "once every 31 days" instead of "once a month". The once a month thing may lead to misinterpretations, like logging on October 2 and then on November 30, thinking that that’s ok. Thank you Corey!
