    The IP is not blocked. A small note though, ping is not a reliable tool to see if a server is up. Most of the time it will respond properly, but ping being a low priority traffic means that if the server is busy with things that have higher priority it may just be ignored.

    Can you try with the 5.x version again now? I ran a command that would correct any issues that may have been present with the php version selector. This would be the most likely culprit based on information given. Don't forget to make sure you have the proper mysql extension enabled as well

    I'm sorry about the delay in response. Can you try logging in through the panel now? You may need to clear cookies, session cookies related to x10 specifically, before it works properly.
