Are you able to use a proxy to get around it?

You can use an iframe like arrangement, linking to a chat service hosted by somebody else. I believe 123-flashchat does something like this. But anything else, no. If it's hosted exclusively on your account, it is not allowed.

What is your site? The only thing I could suggest is to make sure the software is fully up to date.

Really, if your friend has a problem, he should open his own support ticket. I can also load your site fine. It's a lot down to the content of the site. I'm sure there would be a lot more tickets if there was a server-wide problem.
