I assume you uploaded the style as a zip? Did you extract the contents into the proper folder, making sure you don't end up with something like /stylename/stylename/"actual style files/folders"

The hosting (cpanel) account is removed after 21 days of being in a suspended state, at this point everything in your actual hosting account is removed fully, there's nothing to reactivate.
The portal login always remains active even when the hosting portion is removed.
With the information provided it sounds as the account was actually deleted from the servers as well.
