The blocks in place are recent, so your friend may have registered before it was implemented. We do not currently have any way of creating an account for you.

If it is the first time you try and register, that it would likely be the first one (accessing through a proxy) that stops you from signing up. Try without going through an proxy. Note though that some countries are blocked from registering at this time.
