Premium does not have the same restriction as free hosting and would come with unmetered disk space from the start, so yes premium would allow you to use more space for the emails.
With the majority of your diskspace being used up by mail (over 400mb) you are not currently eligible for the free upgrade to an unmetred plam.
I would recommend setting up and using a local mail client if you need to keep all emails in the long run, otherwise it may be time to start cleaning...
I get an index of/ page, meaning the domain works but there's nothing uploaded yet.
You likely caught it before it went "live", there's usually a small delay before the new domain information propagates over the Internet.

I don't currently see any issues reaching the xo2 server at this time. I can get to the login page properly and the sites I have tested so far all works fine.

Logging in directly to cPanel won't count, only when you use the sso portal the login is actually noted to the account.
It is supposed to work, once signed in the system should let you create a new hosting account under the old email. I'll have to forward this to developers so that they can check what is preventing it from working properly.
If no one else has taken that domain, and it appears not, you should be able to register it with the new account.
There's no way to "reinstate" a deleted account.
Currently you are not eligible for that. One of the requirements are that you use at least half of the initial space, your usage is way lower then that right now.
Once you use at least half of the initial space you can make a request and we'll review the account to see if you are then eligible...
Could be your ISP that has a cache on, or it is the dns cache that throws you off as the catch all server that you would reach when a domain is not yet assigned to an account is on a separate server from the actual accounts.

Once an account is removed from the servers for inactivity (or any other reason), the backups will be removed as well. In reality, there's really no reason to let backups from accounts that no longer exists take up space for any extended period (a day or two they might have been around).

Should clear up automatically, though might be a bit delay, I'm not involved in that part myself, but if I'm not mistaken the lists are queried regularly (though might be cached for a period of time) and thus our records are updated regularly.
