yes, that sounds as a good plan. Though when removing the add on domain in cPanel no files are deleted, so you don't need to download them first to do this. However it is always wise to have a copy stored locally :)

I have unsuspended your account. There's no way that I know of to monitor usage. I checked the logs of the events that lead up to suspension, and it appears as it is the file /public_html/reportpage.php that's causing issues, using to much of the CPU (as highest 85%, lowest mark at 27%)

You'd have to ask for support by moodle on that, we do not know how all scripts work and hence can not provide support for third party scripts. If you ask in the "programming help" section of the forums there might be a member with enough knowledge to answer that though.
