At the moment you are not qualified for an upgrade. One of the requirements are that you use up half of the initial allotted space. Also, even with unmetered space there are content restrictions, all of which are noted in the ToS.

Remote SQL isn't available on free hosting, the ports (inbound and outbound) are blocked by the firewall. You can only connect to a locally hosted SQL database using "localhost" as the hostname. If you absolutely need remote SQL it would be an option on premium hosting
