I haven't used vBulletin, but the comments in the sections you have provided suggest the "master" details should contain your database details, and "slave" should be left as is.

You can enable error reporting by selecting "Select PHP Version", and then "Switch to PHP Settings". From there, you can toggle the value of display_errors. :)

Yes, each webpage in your website will need a separate HTML file, which needs to be placed in your "public_html" folder.
Additionally, your homepage should be called "index.html". :)

Your .htaccess file contained a line that changed the default application handler to x-httpd-php. However, on our free hosting servers, the PHP handler is x-httpd-lsphp instead, which was causing the downloads. ;)
